Governing AI Before It Governs You
Sixty-two percent of companies now deploy agentic AI systems internally, and 78% of employees bring their own AI tools to work. Yet 97% of organizations lack proper access controls for AI. Ciphero AI is building what they call the AI Verification Layer — a platform that captures, verifies, and governs all AI interactions across an enterprise in real time, whether initiated by a human, an autonomous agent, or an AI model.
The $2.5M oversubscribed pre-seed was co-led by Sovereign's Capital and Chingona Ventures, with participation from BlueWing Ventures, Bullpen Capital, Everywhere Ventures, Hustle Fund, and others. CEO Saoud Khalifah is a repeat founder — he previously built Fakespot, the AI-powered fake review detection platform acquired by Mozilla in 2023, and co-founder Rob Gross was right alongside him.
Purpose-Built for Probabilistic Systems
What sets Ciphero apart is that it was designed from the ground up for the non-deterministic nature of modern AI. Legacy security tools were built for deterministic software and can't adequately govern agentic workflows where outputs vary and autonomous agents make decisions. Ciphero intercepts every AI interaction, enforces policies dynamically, flags risky activity, prevents data loss, and verifies that AI-generated content is accurate and compliant before it reaches end users or triggers downstream actions.
About Saoud Khalifah
Saoud Khalifah is the co-founder, CEO, and CTO of Ciphero AI, the company building an AI Verification Layer for enterprise security. He is a repeat founder who previously built Fakespot, the AI-powered fake review detection platform that was acquired by Mozilla in 2023. His co-founder Rob Gross worked alongside him at Fakespot as well.
Khalifah founded Ciphero AI after recognizing that 97% of organizations lack proper access controls for AI, even as 62% of companies deploy agentic AI systems and 78% of employees bring their own AI tools to work. He designed the platform from the ground up for the non-deterministic nature of modern AI — a challenge that legacy security tools built for deterministic software cannot adequately address.
Under Khalifah's leadership, Ciphero raised an oversubscribed $2.5M pre-seed co-led by Sovereign's Capital and Chingona Ventures, with participation from BlueWing Ventures, Bullpen Capital, Everywhere Ventures, and Hustle Fund. The platform intercepts every AI interaction, enforces policies dynamically, flags risky activity, and prevents data loss across an entire enterprise in real time.
